Job Description : This position is located in the District of Columbia Government (District), Department of Insurance, Securities and Banking (DISB), Insurance Bureau. The incumbent is responsible for performing financial analysis and examinations of domestic insurers as well as direct reviews of financial data submitted by insurance entities seeking licensure in the District of Columbia. Company types may be Property/Casualty, Life/Health, Health Maintenance Organizations (HMOs), Title, Fraternal Benefit Associations, Continuing Care Retirement Facilities and Service Contract Warranty companies. The incumbent works under the administrative direction of the Financial Examination Branch’s Manager. The incumbent is delegated wide latitude for the exercise of independent judgment in planning and implementing programs. Decisions affecting major policy matters are subject to supervisory concurrence. Completed assignments are considered technically appropriate and are accepted without significant change.
Duties and Responsibilities
Assists in developing an internal risk-focused surveillance framework designed to provide continuous regulatory oversight, which includes both the financial analysis function and the financial examination function. Performs reviews of holding company filings and ensures compliance regarding official standards, policies, and procedures of the National Association of Insurance Commissioners (NAIC) Financial Regulation Standards and Accreditation Program. Performs risk-focused examinations and analysis to review and evaluate an insurer’s business processes and controls (including the quality and reliability of corporate governance) to assist in assessing and monitoring its current financial condition, prospective solvency, and compliance with the District Code.

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Working Conditions/Environment
The work is primarily sedentary, although some slight physical effort may be required. The work may involve visits to work sites, and requires periods of standing, bending, stooping, and carrying of light items.

Collective Bargaining Unit (Union): This position is in a collective bargaining unit(AFSCME 2401), and you may be required to pay an agency service fee through direct payroll deduction.
Position Designation: Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
