POSITION: Full-Time Accountant III: Administration & Finance; Haverhill Campus; 37.5 hours/week, Monday through Friday; Grade 18, AFSCME Unit I Position.
SUMMARY: The Accountant III position will work within the Administration and Finance department and report to the Assistant Comptroller, Administration and Finance. The successful candidate will be an excellent team player responsible for leading the full cycle of accounting, budget, and grant processes and activities for the assigned college’s supported functions
RESPONSIBILITIES: The responsibilities include, but are not limited to the following:
Serve as primary accountant for all MassHire and other assigned grants, state appropriated funds, including GAA, and Interdepartmental Service Agreements
Manage and reconcile MassHire, and other assigned grants activities and prepare related invoices, draw down or return of funds and other required financial documents timely
Strong involvement with year-end audits, as well as other state and grantor’s monthly & quarterly reporting requirements
Monthly reconciliations of all managed bank accounts, grant funds, other accounts and managed budgets
Liaison for MMARS and NECC, keeping up to date with modifications and any policy changes
Ability to understand, explain, and apply Federal and State accounting and finance laws, state regulations, and college and department policies governing Accounting & Finance roles and responsibilities to supported internal customers
Complete fully and timely the assigned Finance Department’s monthly and yearend financial close processes for all managed activities
Support the College’s boards’ required reporting; adhering to established board calendars
Complete timely and fully all required financial reporting mechanisms
Utilizing the financial (Banner) and budget (Questica) software systems to execute and managed all assigned activities/tasks
Demonstrated ability to exercise sound judgement and discretion in handling confidential data and information
Support finance system led projects and department administrative activities
Maintain and keep all assigned functions and tasks current
Demonstrated ability to analyze accounting, grants, budgets and information, draw conclusions, and make appropriate recommendations
Examine and process assigned contract and grant awards/amendments and agreement investment procedures, etc. for compliance with college policies & procedures, grant awards/agreements, agency laws, and rules regulations, etc.

Job Requirements:
MINIMUM QUALIFICATIONS:
Applicants must have at least (A) three (3) years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:
An Associate’s degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.*
A Bachelor’s degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.*
Graduate degree with a major in accounting, business administration or business management may be substituted for the required experience.*
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
PREFERRED QUALIFICATIONS:
Mass State or private higher education non-profit and grant accounting experience
Related Master’s degree
Grant and non-profit accounting, financial and budget experience
Knowledge & experience of Banner & Questica software systems
Previous experience with a state agency, non-profit organization or higher education a plus
Ability to work independently with minimum supervision
Excellent communicator (written & verbal)
Proficiency with Microsoft Office.
Strong customer service skills and an excellent team player.
Experience working with and supporting a culturally diverse population

Additional Information:
SALARY: $1,999.39 – $2,832.85 biweekly ($51,984.14 – $73,654.10 annually). An appointment from outside the bargaining unit (AFSCME) must start at Step I of the range.
