Join the County of Sonoma as an Extra-Help Health Equity Analyst
for the Department of Health Services
Starting salary up to $42.53/hour
Plus, an additional $1.15/hour bilingual premium for bilingual assignments.*
The Department of Health Services currently is seeking candidates to fill (1) fluent bilingual and (1) non-bilingual Health Equity Analyst – Extra-Help position. Reporting directly to the Health Equity Program Manager, these positions work closely with vaccine planning team leads, as well as the Vaccine Chief, and lead positions of the COVID- 19 Section.

Typical duties for these positions include:

Engaging with providers and partners of the COVID-19 Section and vaccine unit to ensure the equity framework is implemented at all levels of the response.
Performing and supporting demographic data interpretation pertaining to racial equity health outcomes, including reviewing epidemiology data to support equity centered decisions, planning of vaccine and testing sites.
Supporting and engaging with community stakeholders of the health equity community group, promotoras (Community Health Worker) group
Participating in community vaccine planning on a weekly basis, and providing summary and action summary reports
Conducting and facilitating workshops, hearings, participation groups, and public information meetings
Supporting programs in the COVID-19 Section as needed.
Conducting, evaluating and supporting equity site assessments at vaccination and testing sites
Supporting the equity team with the community building strategy and workplan
Filling out resource requests for the health equity team as needed
Note: The selected individuals may be required to attend evening or weekend events or meetings.

The ideal candidates will possess:

An understanding of race equity, especially as it pertains to community wellbeing and needs, which may also include lived experience.
A passion for centering and elevating community voices and advocating for racial equity outcomes.
Training or certification in anti-racism principles, facilitation, community engagement, and/or public participation, or an understanding of race equity, which may include lived experience.
Project management skills, including the ability to produce, track, and manage multiple deliverables with overlapping deadlines.
Intermediate Microsoft skills for presentations and creating written materials.
Excellent communication skills and the ability to present both in person, virtually, and in writing.
Facilitation, negotiation, and conflict-resolution skills
Non-profit or previous public health program management work experience

This recruitment is being conducted to fill both full-time and an extra-help Department Analyst positions in DHS. This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list. Qualified County employees who wish to be considered for future positions should consider applying to this recruitment.
EXTRA-HELP EMPLOYMENT

Extra-help employees relieve or augment permanent staff. Extra-help employees may be hired on either a temporary or intermittent basis. Temporary, extra-help employees are not in the classified civil service and do not have property rights to permanently allocated positions. In addition, they do not receive most employee benefits such as: long-term disability insurance coverage; accrual of vacation; participation in the County retirement program; or eligibility to take promotional examinations. Temporary, extra-help employees are limited in their employment to a maximum of one calendar year. These employees must be off of work for three months before they can be re-employed on an extra help basis. Intermittent, extra-help employees are limited in their employment to a maximum of 1,380 hours within any twelve month consecutive period. Extra-help employees who meet the eligibility requirements may qualify for a County contribution toward medical coverage.

**Bilingual positions require English and Spanish skills at the fluent (reading, writing, and conversational) level. Applicants for bilingual positions must indicate their proficiency level in the required supplemental questionnaire. An examination will be conducted prior to employment to a bilingual designated position to confirm level of skill in this area. Bilingual premium pay will be applied upon the assignment of bilingual work.

The Civil Service title for this classification is Department Analyst.

This employment list may also be used to fill future extra-help (temporary) positions as they occur during the active status of the list.

Minimum Qualifications
Education: Any combination of course work and training which would provide an opportunity to acquire the knowledge and abilities listed. Normally, academic course work in public administration, business administration, management, accounting, political science, economics, statistics, English composition, psychology or closely related courses would provide such an opportunity.

Experience: Work experience which would provide an opportunity to acquire the knowledge and abilities listed. Normally, one year of full-time professional level staff experience related to general administration, accounting, budgetary analysis, or human resources work including research, analysis, and preparation of written reports and recommendations would provide such an opportunity.

License: Possession of a valid driver’s license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.
Knowledge, Skills, and Abilities
Working knowledge of: principles and practices of business and public administration as pertinent to area of assignment; principles, practices and political implications of decisions regarding budgeting, fiscal management, human resources and contract management; principles and methods of work planning, staffing analysis and project management; techniques and practices of research methodology, data collection, and analysis; report writing; application and use of basic statistics; the use of electronic information equipment and specific systems as used within the department.

Knowledge of: operations and functions of county government and the structure and function of the assigned department; modern supervisory management and human resources practice; modern office methods and procedures.

Ability to: plan, organize, and conduct research, analysis and statistical studies related to the various aspects of administration, budget and general management matters; collect, compile and analyze qualitative and quantitative data; review and implement changes in work methods, systems and procedures; understand, interpret and explain laws, regulations and policies governing program operations; prepare budgets, grant applications, service contracts and complex narrative and statistical reports; communicate effectively orally and in writing, and present conclusions and recommendations before advisory and policy bodies; establish and maintain effective working relationships with management, employees, clients, and the public in carrying out sound management policies; understand program objectives in relation to departmental goals and procedures; organize and prioritize work assignments; persuade, examine, and project consequences of decisions and/or recommendations; analyze administrative problems and budget requests; use of electronic information equipment and specific systems as used within the department; effectively supervise the work of technical and office support staff.
