Purpose of the Job:
The Financial Analyst will provide expertise and technical assistance in matters of fiscal management, analysis, evaluation for all Treasury appropriations, accounts and business processes.
Essential Functions and Responsibilities:
Prepare, review and/or analyze budget data for assigned accounts and provide direction and make recommendations to ensure maximum efficiency of Treasury’s fiscal policies.
Monitor and analyze actual expenditure and revenue levels consistent with approved spending and revenue plans;
Develop, analyze, review, and audit spreadsheets and databases for data reporting and analysis purposes.
Prepare annual and supplemental budget requests.
Execute budget actions in the Commonwealth’s accounting system, MMARS.
Query information from the Commonwealth’s Information Warehouse (CIW) to produce scheduled and ad hoc reports for Treasury departments.
Identify and recommend corrective funding adjustments and/or cost transfers
Assist in the development and financial management of Interdepartmental Service Agreements (ISAs) between the Treasury and other Commonwealth agencies.
Create and maintain vendor files through MMARS. Work closely with the Comptrollers’ Office to resolve payment inquiries, vendor issues, and audit questions.
Manage encumbrances in the Commonwealth’s accounting system, MMARS, for the Treasury’s accounts payable process and assists with the payment process as needed
Other Essential Functions and Responsibilities:
Process “Chargebacks” from other state agencies including encumbrance and payment documents.
Perform special projects and other related duties as assigned.
Assist with the front desk and mail operations

Qualifications
Knowledge and Skills:
Strong organizational and interpersonal skills.
Advanced knowledge of Microsoft Office including Word, Access, and Excel required.
Knowledge of the methods of general report writing and ability to prepare reports.
Experience in determining the applicability of data, to draw conclusions, and make appropriate recommendations.
Experience in gathering information by examining records and documents.
Experience to determine proper format and procedures for assembling items of information.
Must be able to record, report, and maintain information according to procedure.
Must have knowledge of the principles and practices of business management.
Knowledge of MMARS and the Commonwealth’s information warehouse preferred.
Supervisory Responsibilities
None
Education and Experience:
Bachelor’s degree required; 1-2 years of directly related experience may be substituted for the educational requirement
