Essential Functions and Responsibilities: Prepare, review and/or analyze budget data for assigned accounts and provide direction and make recommendations to ensure maximum efficiency of Treasury’s fiscal policies. Monitor and analyze actual expenditure and revenue levels consistent with approved spending and revenue plans; Develop, analyze, review, and audit spreadsheets and databases for data reporting and analysis purposes. Prepare annual and supplemental budget requests. Execute budget actions in the Commonwealth’s accounting system, MMARS. Query information from the Commonwealth’s Information Warehouse (CIW) to produce scheduled and ad hoc reports for Treasury departments. Identify and recommend corrective funding adjustments and/or cost transfers Assist in the development and financial management of Interdepartmental Service Agreements (ISAs) between the Treasury and other Commonwealth agencies. Create and maintain vendor files through MMARS. Work closely with the Comptrollers’ Office to resolve payment inquiries, vendor issues, and audit questions. Manage encumbrances in the Commonwealth’s accounting system, MMARS, for the Treasury’s accounts payable process and assists with the payment process as needed Other Essential Functions and Responsibilities: Process “Chargebacks” from other state agencies including encumbrance and payment documents.
