This position serves as the first-line professional manager of professional positions in a complex work area, the Contract Payments Unit within the Contracts Payable Section of the Expenditure Operations Division. The position supervises professional employees who are responsible for Contract Management duties including monitoring grantee’s financial status reports, initiating payments to grantees, and reconciling various accounts. The complexity of this unit is due to being responsible for overseeing approximately 5,000 contracts for the entire Department of Health & Human Services all with unique reporting and contractual requirements. These contracts cover over 300 different DHHS grant programs, use over 175 different appropriations, over 140 different fund sources. In addition, this unit provides instruction to all departmental staff on various contractual accounting related issues and is responsible for all year-end closing activities related to the Contract Payments Unit. This position’s responsibilities include serving as a department-wide financial liaison with grantees, developing and maintaining procedures and policies for the financial administration of all DHHS contracts, including payments, monitoring, and all accounting activities. The successful financial administration of all the departmental contracts is very important to the department’s mission.

Required Education and Experience
Education
Possession of a bachelor’s degree in any major with at least 24 semester (36 term) credits in one or a combination of the following: accounting, finance, or economics.
Experience
Four years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data equivalent to a Financial Analyst, including two years equivalent to a Financial Analyst P11 or one year equivalent to a Financial Analyst 12 or Financial Manager 12.
Additional Requirements and Information
This position will work remotely. Occasional travel to the office located at 235 S. Grand Ave, Lansing MI may be required. Candidates should confirm work location and schedule at the time of interview.

Employees also have the option to purchase additional life, accidental death, and long-term care insurance, auto/home insurance, identify theft protection, and legal services.

Paid Parental Leave

Provides eligible individuals up to 12 weeks of paid leave immediately following birth or adoption of a child.

Deferred Compensation

Employees may invest income in a tax-deferred retirement investment program. The state offers two optional deferred compensation plans, the 457 and 401(k). Employees decide the amount deducted from their paychecks.

Retirement

Employees receive a minimum 4% state contribution toward their retirement fund. If an employee elects to contribute more, the state will match up to 3%. The Office of Retirement Services administers two different retirement plans for State of Michigan employees: Defined Benefit (DB) and Defined Contribution (DC). New hires can also receive up to a 2% employer match into a Personal Healthcare Fund and a lump-sum credit to a tax-deferred account if eligible.
