Northrop Grumman Corporation is currently seeking a Manager of Pricing & Estimating. The Manager of Pricing & Estimating is a skilled individual with extensive experience developing & managing business financial proposal offer/bids for major US Government contract solicitations & ongoing contract changes/modifications acting in an independent capacity to corporate business objectives & goals, while coordinating other internal operations & staff workload requirements. This position will report to the Division Director of Pricing & Estimating. This individual can work out of our Northrop office in McLean, VA; Clearfield, UT; Sierra Vista, AZ; or other major facility. This position will allow for partial telecommuting.
Responsibilities Include:
Management experience with proven leadership skills, excellent interpersonal skills, and the ability to mentor and train assigned staff.
Strong proposal development skills, strategy development, solid negotiation background and excellent oral and written communication skills.
Develop and manage all activities related to pricing and estimating for the Business Unit. Includes developing strategic pricing concepts and approaches related to bids and proposals; overseeing the estimating and pricing activities for all Business Unit proposals and changes; evaluating risks & opportunities in cost estimates, etc.
Candidate will have skills & expertise for managing assigned staff for planning, organization, writing, editing, & production of a cohesive proposal with appropriate disclosures, explanatory responses, & supporting data to justify adequacy, realism, reasonableness, & audit validation.
Support the recruitment, development and retention of pricing and estimating personnel required to achieve a high performance staff throughout the sector.
Must be able to effectively manage competing priorities and deadlines, and handle multiple tasks in a fast paced environment.
Must be a team player, independent, proactive, and possess excellent problem solving and organizational skills.
Qualifications
Basic Qualifications:
Must have a high school diploma or GED with a minimum of ten years of relevant professional experience
Will also consider:
Bachelor’s degree with a minimum of 6 years of relevant professional experience
Master’s degree with a minimum of 2 years of relevant professional experience
In-depth understanding of Government acquisition policies, regulations and proposal compliance requirements.
Demonstrated knowledge of pricing and estimating techniques with expertise in business management, cost/ risk modeling, and government contracts.
Excellent communication skills, both written and verbal, with the ability to use them in informing, presenting, negotiating and problem solving with a wide range of people.
Demonstrated ability to support complex operations while collaborating with multiple stakeholders.
Dynamic, self-starter with strong attention to detail and the ability to function independently, meet deadlines and achieve commitments.
A flexible approach to work, an understanding of working collaboratively on a team, and the willingness to be an active and supportive member of a cross-functional team.
Strong problem solving and analytical skills; ability to make recommendations and provide guidance to effectively bring projects to completion.
Must have or be able to obtain and maintain a U.S. Department of Defense (DoD) Secret security clearance
Preferred Qualifications:
Cross-sector experience is desirable.
Experience in the aerospace industry.
Active U.S. Department of Defense (DoD) Secret security clearance, with ability to obtain a Top Secret clearance

Salary Range: 98800 – 163100

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
