General Definition of Work
This grant funded position performs intermediate skilled technical work evaluating the efficiency and effectiveness of ARPA procedures, operations, programs, and related work as apparent or assigned. Work is performed under the limited supervision of the ARPA Coordinator.

Examples of Duties
Evaluates the efficiency and effectiveness of ARPA procedures, operations, programs, and the review and development of performance objectives
Assists in preparing proposals, reports, and contracts
Monitors all subrecipients and beneficiaries of ARPA funding in accordance to compliance guidelines
Assists in creating and establishing tracking documents for eligibility, expenses, and progress toward committed outcomes of approved beneficiaries and subrecipients
Communicates reporting guidelines and timelines for all subrecipients and beneficiaries
Collaborate with Budget Analysts and Finance Analysts to ensure all expenditures are properly coded and tracked
Performs advanced professional financial analysis, ensuring compliance with applicable policies, procedures, regulations, and requirements
Functions as a technical liaison with internal and external customers. Maintains a master tracker and inventory files for ARPA grant expenses and monitoring of costs to ensure critical deliverables are retained and maintained through the life of the grant and available for compliance testing and reporting to City Management and City Council as needed
Audits expenditures on a regular basis, including grant expenditure reports, monitoring the spending of Treasury cash, and preparing and reviewing all federal required financial reports
Supports the City’s Schedule of Expenditures of Federal and State Awards (SEFSA), supports Single Audit testing, and prepared grant fund reporting in the City’s Annual Comprehensive Financial Report (ACFR).
Typical Qualifications
Knowledge, Skills and Abilities
Thorough knowledge of the theories, principles, methods and practices of municipal grants, finance, and accounting; general knowledge of the federal and state laws and local ordinances and regulations governing ARPA grants, Interim Final Rule, Uniform Guidance, and other related items; general knowledge of the functions and operations of municipal organizations; ability to communicate ideas, explanations and recommendations clearly both orally and in writing; ability to exercise independent judgment to apply facts and principals for developing approaches and techniques to problem resolution; ability to use various office equipment and software programs; ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against subjective criteria, as opposed to that which is clearly measurable or verifiable; ability to work independently and plan, organize and prioritize work tasks; ability to establish and maintain effective working relationships with citizens and business owners, boards and commissions, City Council, City staff, and the public in a positive manner.
Education and Experience
Bachelor’s degree with coursework in Business Administration, Public Administration, Finance, Accounting, or related field and moderate experience with finance, accounting, or grant administration, or equivalent combination of education and experience.
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and occasionally requires standing and walking; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work is generally in a quiet location (e.g. library, private office).
Special Requirements
Position is grant funded and eligible for benefits. The anticipated end date for this position is December 31, 2024 but may be extended through December 31, 2026.
