Job Description : Nature of Work
This is responsible technical, field, and office work performing property appraisals and assisting with the coordination of the Anderson County Property Assessor’s office. Incumbents assume responsibility for the assessment of properties within assigned geographic areas located within the County including all changes, improvements and new construction. Additional activities include prorating values and providing assistance and documentation to taxpayers. Incumbents also assist with general office administration responsibilities including answering phones and assisting with walk-up customers.
Activities associated with the job require a thorough working knowledge of state and local property assessment practices; training and continuing education will be provided. Additionally, dedicated attention to detail and the ability to meet existing deadlines will be of utmost importance. Work activities also require sufficient strength and stamina to perform the physically demanding aspects of the job in a variety of weather conditions.
Job performance is evaluated by the Field Appraiser Supervisor, Chief Deputy Property Assessor and/or Property Assessor through review of knowledge and expertise of conducting property appraisals, ability to interact effectively with property and business owners, organizational and decision making skills and accuracy of work related information. Work is also subject to quarterly audits from the State Division of Property Assessments to determine accuracy, adherence to state and county policies and compliance with the state mandated audit program.

Assists with reviewing for completeness and accuracy all land development information supplied by mappers and surveyors,
Assists with maintaining yearly reports filed for mobile home parks, inventories, value and owner/renters.

Performs related duties as required, both in office and in the field.

Necessary Requirements of Work
Graduation from an accredited four year high school supplemented with additional course work or related fields; considerable experience working in real estate appraisal and/or property assessment; experience working with the public; strong organizational and decision making skills; sufficient strength and agility to perform the physically demanding aspects of the job in a variety of weather conditions:
Considerable knowledge of state and local codes, regulations and policies pertaining to the assessment of real property and appraised techniques.
Considerable knowledge of property valuation methods and computations.
Considerable knowledge of the specialized software program utilized for maintaining property ownership, acreage, structures, improvements, etc.
Ability to interact with local officials and professionals, co-workers, property owners and the public in a courteous and tactful manner.
Willing to take annual training classes on current job related functions.

Necessary Special Requirements
Possession of a valid Tennessee Driver’s License (Class D) and the ability to be insured at standard vehicle liability rates.
Incumbents must successfully attend State of Tennessee Division of Property Assessments courses and attend regularly scheduled seminars to remain current on T.C.A. sections applicable to real and personal property appraisal and assessment.
