Job Description : | Finance & Transit Projects SpecialistJob DescriptionSummaryUnder supervision of the Director of Operations & Oversight, your primary responsibilities will be to assist with the management and administration of the SRTA’s federal, State and Local grant programs, and to ensure that all procurements adhere to adhere to the SRTA’s procurement policies, as well as state and federal procurement rules.You may be a great fit for this job if…You enjoy using Microsoft Excel, including pivot tables and advanced formulas.You are good with numbers.You take pride in being detail-oriented and producing high quality work.You are enthusiastic about receiving training and taking courses related to federal procurements and transportation grants, and then sharing what you’ve learned with your new colleagues in a collaborative working environment. It would be great if you have experience in those areas, but you can also just be a quick study who is eager to learn.)You enjoy making processes more organized and efficient.You like following tasks through to completion.You enjoy workplaces with a strong sense of community.Key Responsibilities: FinancialAssist Senior Staff with financial data projects using Microsoft Dynamics-Great Plains software, including, but not limited to:Data entryAccount reconciliationInternal controlSource documentation maintenanceAsset trackingFinancial reportingProvides support for the SRTA’s annual financial auditGrants AdministrationTracks grant and capital project revenues and expenditures for a variety of state and federal grant programs.Researches, develops, and implements enhanced grant tracking procedures using MS Excel, transit database systems, or some combination of these tools.Assists with the preparation of forms and documents that must be submitted to grantors (MassDOT, Federal Transit Administration, etc.) to secure grant funding.Prepares grant reports, including progress reports, amendments, and closeout reports (with assistance from project managers on non-financial components).Assists Senior Staff with competitive grant applications as assigned, including researching estimated costs, compiling, and visualizing data, etc.Provides administrative support to Senior Staff with their presentations and reports for management and Board/committees.ProcurementProvides in-house support on procurements. The SRTA will provide training and support (internal training, National Transit Institute courses, etc.) to help the Procurement and Grants Specialist develop the knowledge and skills necessary to fulfill this role.Assists with updates to the SRTA’s Procurement Policy.Helps the SRTA project managers prepare solicitations (Requests for Proposals, Invitations for Bid, Requests for Qualifications, etc.) that adhere to the SRTA’s adopted procurement procedures and Federal/State guidelines.Samples of the types of procurements and contracts that the Procurement and Grants Specialist will help with include: construction and consultant contracts, capital acquisitions, change orders etc. Note that the SRTA’s third party contractor for transit operations and maintenance does its own purchasing and procurement for most vehicle parts, equipment, etc.Supports project managers with pricing and cost estimate tasks (e.g., corresponding with vendors and sales representatives to obtain pricing, seeking pricing from peer agencies who have made similar purchases, determining availability and delivery dates for goods and services).Reviews bids and proposals for responsiveness, price, and compliance of items to specifications; and adherence to the SRTA’s adopted procurement procedures.Provides research assistance to Senior Staff and assists with monitoring and implementing special projects (e.g., construction and consultant contracts, capital acquisitions, change orders).Administers the storage, disposal, sale, transfer, or trade of surplus district property.Education and Experience: Any combination of training and experience which would provide the required knowledge, skills, and abilities to perform the essential functions of the position. A typical way to obtain the required knowledge and skill would be:Education: A Bachelor’s Degree or equivalent from an accredited college or university with major coursework in finance, accounting, business administration, public administration, or a closely related field.Experience: Three years of progressively responsible relevant experience.Skills and Attributes: Required: Microsoft Excel proficiency, including the ability to use and create formulas and pivot tablesIntermediate proficiency in the other Microsoft Office programs, including Word, PowerPoint, and OutlookStrong organizational skills and attention to detailStrong oral and written communication skills in a variety of settingsAbility to use sound judgment to make decisionsAbility to organize and coordinate multiple projects, set priorities, meet deadlines, and follow up on assignments with minimal supervisionDesire to help improve processes and organize financial dataDesire to learn and grow professionally, including interest in receiving training, as neededThe SRTA provides a tobacco-free and drug-free work environment.
