Virginia Alcoholic Beverage Control Authority (VA ABC) Financial Management Services (FMS) Division is seeking a Financial Controls and Processes Manager. This position analyzes and documents the appropriate design and operational effectiveness of significant financial internal controls, which mitigate the risk of material financial misstatement due to fraud or error. Additionally, this position assists in carrying out duties for the Assistant Director of Finance along with supervising the Financial Process Analyst.
The Division objective is to support ABC’s Mission through successful fulfillment of responsibilities in financial management, financial reporting, compliance assurance, payroll, accounts payable, accounts receivable (sales audit), budget development, budget reporting, malt beverage & wine tax collection, auditing of tax payments to ABC, and significant support to annual audit with the Auditor of Public Accounts. In addition, the Division is responsible for maintaining high customer service standards to both internal and external customers.

ESSENTIAL FUNCTIONS

Document and analyze the design an operational effectiveness of significant internal controls including business processes impacted and associated, mitigated risk.

Maintain a matrix of internal controls that links the business process and business objectives to the internal control.

Proactively identify internal control deficiencies, create mitigation strategies, and present these to Finance leadership.

Track Authority annual audit and Agency Risk Management and Internal Control Standards (ARMICS) corrective actions.

Identify the annual ARMICS requirements for the Authority and ensure that these are met in a timely manner.

Ensure that the Authority remains in compliance with ARMICS requirements as designated by the Department of Accounts.

Act as liaison for FMS with the Internal Audit Division regarding testing of ARMICS controls and perform periodic audits of Finance system users.

Assist the Assist Director of Finance with administering ABC’s financial system (BAR), which includes ensuring the system is properly configured, ensuring system changes are properly managed, ensuring security is properly administered, and providing general technical support for Finance and overall ABC staff.

Assist the Assistant Director of Finance with the Authority’s projects and initiatives affecting FMS are properly executed to meet project objectives.
MINIMUM QUALIFICATIONS
Working knowledge of GAAP (Generally Accepted Accounting Principles) and GASB (Governmental Accounting Standards Board) standards, and standard internal control frameworks (example: COSO).

Demonstrated ability to communicate effectively (orally and in writing) in a professional environment.
Proficiency in Microsoft Office (Word, Outlook, Excel,) and/or the use of other personal computers including spreadsheets, databases, and other software products.

Process documentation and analytical skills.
Experience in making independent decisions; must be able to identify complex problems, develop and evaluate possible solutions, and make recommendations to management.
Interpersonal and customer service skills and planning and organizational skills.

Ability to apply sound management techniques to maintain workload and meet deadlines while ensuring compliance with internal control requirements and applicable regulations.

Ability to work with a cross-functional team to achieve results.

Ability to present information to various audiences.

Ability to work in a high pressure, fast-paced environment while handling multiple priority tasks.
Ability to employ critical thinking and solve complex business issues as they arise.
PREFERRED QUALIFICATIONS

Graduation from college or university with a concentration in accounting or equivalent work experience.

Experience with Agency Risk Management and Internal Control Standards (ARMICS) is a plus.
Previous managerial experience in Accounting or Finance department.
Virginia Alcoholic Beverage Control Authority has relocated to 7450 Freight Way, Mechanicsville, VA 23116.
Virginia ABC has a Return to Office plan in place. Employees are currently coming into the office one-day-a-week as the first step towards the goal of three days in the office.
