Position Purpose
Reporting to the Finance Deputy Director or Controller, the Finance Accountant performs various accounting functions including maintaining records, assisting with audits, preparing reports, etc.
**Partial remote work available following initial 6 month training period.
Key Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Prepares automated accounting, financial cost, budgetary and operating reports on a departmental and county-wide basis.
Works with departmental grant program staff to train and assist them with federal, state or other grant programs to ensure county-wide compliance with all grant related financial reporting requirements.
Prepares and maintains the County’s Single Audit Schedules.
Maintains the capital assets and the capital asset accounting system for the County’s general assets and other departments as needed.
Assists in the preparation of county-wide budgets, providing assistance to departments as needed.
Assists with the set-up and maintenance of the county-wide JD Edwards financial accounting system including general ledger, accounts receivable, and accounts payable systems including security, account maintenance, integrity reporting, etc.
Coordinates the preparation of payroll projections for departments and on a county-wide basis for the annual budget.
Reviews county-wide intra-budget transfers and resolutions for adherence to county policy and makes appropriate budget journal entries.
Reviews and analyzes various general ledger accounts and makes adjustments as necessary.
Prepares documents for the annual audit and assists auditors as requested.
Coordinates and prepares documents for the county Indirect Cost Plan.
Reviews journal entries for accuracy, makes appropriate adjusting journal entries, generates the monthly recurring journal entries, and inputs, or batches for input, journal entries on a regular basis. Reviews, approves, and posts journal entries, receipts, and vouchers on a county-wide basis.
Acts as back up for the Finance Deputy Director or Controller on various department’s accounting issues in the absence of the Finance Deputy Director or Controller.
Completes special projects as assigned..
Assists with the preparation of the Annual Comprehensive Financial Report and the Annual Financial Report for the State of Wisconsin.
Prepares and maintains debt related schedules and annual accounting and reporting.
Works with the Finance Director in coordinating the preparation of the County Capital Improvement Plan.
Coordinates the development of audit lead schedules.
Works with the Account Associate III to review and analyze the accounts receivable system and reports; generates aging reports and monitors past due accounts.
Becomes cross trained in the area of invoice, voucher and journal entry processes and procedures.
Maintains regular and predictable attendance, works overtime/extra hours as required.
Performs other duties as required.
Education/Certifications/Experience Requirements
Bachelor’s degree in Accounting with three to five years government accounting experience which includes extensive work with automated accounting systems, personal computer applications including Word and Excel, and departmental budgeting procedures.
Or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
Required or Preferred Skills
Ability to add, subtract, multiply, divide, and calculate decimals and percents.
Ability to comprehend and interpret a variety of documents including financial statements, accounting journals, resolutions, computer and policy manuals, etc.
Ability to prepare a variety of documents including journal entries, budgets, lead and debt service schedules, federal, state, financial, and other reports, and purchase orders.
Ability to use and interpret accounting terminology.
Ability to communicate effectively with County employees, auditors, and consultants verbally and in writing.
